This is a pair of traditional trimming scissors from China. These are beginner scissors and are the kind I started out with when I first got into bonsai. These will cut 1/8" branches easily,and bigger depending on the hardness of the wood. They are also excellent to practice sharpening techniques, because no matter how high the quality of tool you buy, you will have to sharpen them eventually. Try practicing sharpening techniques on a 50.00 pair of stainless steel scissors the first time. I highly recommend these to start out with. I would give these a grade of good in a better and best grading system. Not too expensive for the kind of tool it is and the use you will give it.
